For more than twenty years Human capital has evaded any serious attempt to identify it and seriously and rigorously measure it. Fortunately, other intangible assets have been sorted, but not this one, not well enough. The celebrated systematist Kaplan and his Balanced Scorecard, are a nightmare to use, it is conceptually reductive which makes it partially misleading. The correlation between the quality of know-how and results is well known and exalted. The presence in every human subject of a part of organizational know-how is fully accepted, from Nonaka onwards: leading to the inherent elusiveness of a part of precious know-how, be it covert or overt, barricaded inside people’s minds, unreachable. Over the past two decades, the dream of measuring competences has crashed, vaporised by this inherent elusiveness, leaving us empty handed, or almost… until today.
